The second is a 74-minute video of the 2014 SBE Natioanl Awards Dinner program, held in Verona, N.Y. on Oct. 8 this year. The video is produced by SBE Chapter 22 and includes the keynote speech by NAB EVP and CTO, Sam Matheny, achievement awards to SBE chapters and the SBE Technology Award to DVEO. On October 24, 2014, there was an unauthorized playing of the national emergency alert notification (EAN) tones during a syndicated radio broadcast. These tones were a retransmission from the original EAN test conducted on Nov 9, 2011. There is a possibility that Digital Alerting Systems' DASDEC units may have stored the recent unauthorized EAN and will retransmit on November 9 when the date/time stamp becomes valid. Digital Alerting Systems has published a Field Service Bulletin on this matter, http://www.digitalalertsystems.com/pdf/DAS%20FSB-103014R1.0.pdf. If you are using a DASDEC system version 2.5 or earlier, AND if you are located in any area where this syndicated programming was broadcast on your EAS monitoring source/station, we suggest that you read the Field Service Bulletin for more information and for the company's instructions on how to proceed. If you use another manufacturer's EAS equipment, we recommend you contact them if you have any questions.
The society's major national annual awards were presented on Oct. 8 during the SBE National Awards Dinner in Verona, N.Y.
Charter Member, Gino Ricciardelli, CPBE of Vestal, N.Y., and a member of Chapter 1 in Binghamton, N.Y., was elevated to the member rank of Fellow. James A. Dalke, CPBE, 8-VSB, AMD, CBNT of Bellevue, Wash. received the Robert W. Flanders SBE Broadcast Engineer of the Year Award. Dalke is a member of Chapter 16, Seattle, Wash. and earlier this year was named that chapter's engineer of the year, making him eligible for the national award. Staff Sergeant, Norman P. Portillo, CBT of Baltimore, Md. received the James C. Wulliman SBE Educator of the Year Award. Portillo is a member of Chapter 132 of Ft. Mead, Md.
Also recognized during the program were DVEO with the SBE Technology Award and Jeremy Ruck of Chapter 49, Central Illinois, with the, "Best Article, Paper or Program by an SBE Member Award." Six SBE chapters were also recognized for outstanding achievement. The Society of Broadcast Engineers will work to attract and serve those who work in technical broadcast and media related positions, in addition to its traditional broadcast engineering membership base. SBE president, Joe Snelson, CPBE, 8-VSB, made the announcement in his address during the Society's 50th anniversary Annual Membership Meeting held at the Turning Stone Resort, in Central New York State.
Snelson said that the national SBE Borad of Directos made the decision to expand the reach of its membership following recommendations froma a task group that was put in place to study the socitey's membership. He remarked, "The field of broadcast engineering has changed dramatically over the past 20 years. There is hardly anything our members do today that isn't dependent on computers and computer networks. SBE members have had to add to their skills and knowledge base to handle these demands. At the same time, broadcast stations have brought on IT and other specialists and we will now seek to encourage them to take part in activities and programs of the SBE."
Snelson went on to say, "We feel that the addition fo these technical professionals can be a win – win for them and the Society, providing them with educational and certification and other career development opportunities while providing the SBE with a broader membership base."
To help communicate the wider scope of responsibilities and membership within its ranks, the SBE unveiled a new tag line it will use in conjunction with its name. "The Association of Broadcast and Multimedia Technology Professionals," according to Snelson, will help to better describe who and what the Society of Broadcast Engineers is.
In his remarks to the membership, which in addition to the live audience attending the meeting, included those watching via the Internet, Snelson said that the SBE will be producing information on technical careers in broadcsting for use in high schools and colleges and seek to attract young people to the field. The SBE will also be providing mentoring support for members and more support for its chapters, including chapter programming support and administrative help for local chapter leadership. The SBE filed reply comments with the FCC on August 14, regarding the Commission's Notice of Proposed Rule Making (NPRM), FCC 14-93, Review of the Emergency Alert System (EAS), released on June 26. The purpose of the NPRM is to seek to revise the Commission's rules in order to address problems encountered during the first nationwide test of the EAS, which occurred on November 9, 2011.
The SBE comments address three issues contained in the NPRM. The first is the proposed use of the National Periodic Test Code (NPT) as an alternative to use of a live code test. The second is the proposed electronic reporting of results for nationwide tests. Lastly, the SBE requests clarification of the obligation to broadcast an Emergency Alert Notification (EAN) immediately upon receipt thereof by the EAS participant.

The U.S. Supreme Court has ruled 6-3 in favor of Broadcasters and against the Internet service, Aereo. The Court’s decision, “reverses a lower court ruling denying broadcasters' injunction against the [Aereo] service," according to a report by Broadcasting & Cable.
Broadcasters asserted that Aereo was violating copyright by delivering TV station signals remotely over the Internet without compensating content providers.
The court ruled that Aereo provides a public performance, not a private one, as Aereo had asserted. "The statute makes clear that the fact that Aereo’s subscribers may receive the same programs at different times and locations is of no consequence. Aereo transmits a performance of petitioners’ works “to the public,” Justice Breyer wrote for the majority.

Scherer served as editor of Radio magazine for 17 years. Prior to the magazine, he served in engineering management positions at radio stations in a number of U.S. markets.
“Designing, Maintaining and Monitoring Reliable IP Audio Broadcast Facilities” presented by Jacob Robinson. This session is about how to successfully implement IP audio in radio broadcast facilities. Segments will include design, installation best practices, budget considerations and implementing network and equipment monitoring to assure healthy, trouble-free operations. Jake Robinson is Director of Engineering and IT at Emmis Communications, Indianapolis.
“15 Tech Ideas That Help the Bottom Line” will be provided by a panel of radio technology experts, moderated by radio industry veteran, Chriss Scherer, CPBE. It will include a hands-on view of ideas to improve and update radio facilities with the latest technology not just for the technical updates, but with a view on the bottom line. The Society of Broadcast Engineers reaches its 50th year on Saturday, April 5. The first meeting of the SBE was held in Chicago, at the Conrad Hilton Hotel, during the NAB convention in 1964. Approximately 100 broadcast engineers attended the meeting.
John Battison was the driving force behind the creation of the SBE. He published an editorial in Broadcast Engineering magazine in June, 1961 that suggested a new organization be formed that would be devoted solely to the advancement of broadcast engineers. He later sent letters to almost 5,000 engineers in the U.S and Canada, inviting them to join the new organization.
SBE President, Joe Snelson, CPBE, 8-VSB, remarked that, “The SBE is proud of 50 years of service to the broadcast industry and the broadcast engineer. We look forward to many years ahead, serving the changing needs of the technical professionals in our field.”

The SBE is pleased to announce that a new course; Perspectives I - Broadcast Engineers and Station Management, has been added to the SBE University on online, on-demand courses. This is the first of three courses to be released that deal with management issues for station engineers.
This course is intended to provide the broadcast engineer with an explanation and description of the responsibilities of financial management within the station, and more specifically, the engineering department. The course covers basic business operational structures and financial management. All engineers, whether they work at commercial or non-commercial stations, must achieve positive cash flow and engineers play a large part in making that happen.
This course also covers time management, work environments and working with the next generation of engineers. Reasonable job expectations and the definition of what an engineer is, and is not, can help minimize frustration and unsafe work environments.
Taking this course requires no technical pre-requisite and is designed for all who wear the Broadcast Engineer or related title.

The course is written by SBE member Gary L. Ellingson, CPBE. Ellingson is Director of Engineering for Northwestern Media, a subsidiary of the University of Northwestern in St. Paul, Minn. His broadcasting experience, which includes announcing as well as engineering, began in 1969. Ellingson taught electronics technology at a technical college for 14 years and served as a consultant to the State Board of Technical Colleges for curriculum program development in technical content areas.

SBE University courses are designed to bring expert instruction on a variety of technical and other topics to radio and television engineers and IT technicians at an affordable price. The SBE now offers 13 online courses through SBE University.
The 2014 SBE Leadership Development Course is a three-day intensive study of successful leadership and management. Participants are challenged to refine their leadership skills as they better understand and improve how to interact with and lead others.
The course is designed specifically for broadcast engineers. Attendees will take a leadership style assessment to help identify their leadership behaviors and learn how to utilize that style when leading others. Students will also explore how to motivate others, how generational differences have an impact in the workplace, how attitude plays a vital role in the workplace, how to manage conflict and so much more. Whether you are currently a manager, or striving to take on a leadership role, the SBE Leadership Development Course can help.

SBE President, Joe Snelson, CPBE, 8-VSB announced that Kimberly Sacks, CBT has been appointed to the national board of directors of the Society of Broadcast Engineers. Sacks works for CBS Radio in Washington, D.C and lives in Hollywood, Maryland. She has been a member of the SBE since 2007.
Sacks fills the unexpired director’s term of Andrea Cummis, CBT, CTO, of Roseland, N.J., who was elected treasurer of the Society earlier this year. The term runs through October 8, 2014. The appointment was made by the society’s executive committee.

The SBE Advanced IP Networking webinar series builds upon the fundamentals of IP Networking presented in SBE IP Networking webinars offered previously. The fundamental principles become the foundation to applying previously learned theoretical concepts into real world practical implementations.
The first of the SBE series offered in 2014, set for 2 pm ET on Thursday, January 30, will focus upon implementation of multiple, isolated but structured networks built upon a common physical infrastructure. Examples of isolated networks will include performance, security and policy factors that may be used in implementation decisions. Implementation examples will use actual network equipment configuration.

In April 2013, the board of directors for the Society of Broadcast Engineers elected three members to the membership rank of Fellow: Lawrence V. Behr, CBSE, James B. Schoedler, and Larry J. Wilkins, CPBE, AMD, CBNT. The Fellow honor is the highest membership level in SBE. Members must have made significant contributions to the broadcast engineering field or SBE. There are seventy-four members who have now been honored with the Fellow rank. Last month, at the SBE National Awards dinner, these gentlemen were recognized for their election to Fellow.

The SBE held its National Awards dinner on Wednesday, October 30, 2013, in Indianapolis, IN. The awards recognize excellence and achievement by individual members, SBE chapters, and Sustaining Member companies. Highlights of the evening were the presentations of the two highest individual awards: the Robert W. Flanders SBE Engineer of the Year and the James C. Wulliman SBE Educator of the Year. Edward J. The SBE announces the results of the 2013 election for the national board of directors. Joseph L. Snelson, Jr., CPBE, 8-VSB was elected the society's president. Snelson is the vice president of engineering at Meredith Corporation in Las Vegas, Nevada. Snelson's one-year term as president, as well as the terms of the other officers and six newly elected directors, will begin on October 30, at the close of the SBE Annual Membership Meeting.

AM Rule Changes Webinar is October 24 (Please note change of date) (October 7, 2013)
The FCC recently released a Report & Order detailing several rule changes that are very beneficial to AM radio stations, particularly those that employ directional arrays. While wireless licensees have long been required to analyze the impact of their tower construction on nearby AM antennas, provide advance notice to the AM licensee and, when indicated, detune their antenna structures, other services have not had this requirement.
As a result, many towers have been built near AM antennas, producing pattern distortion and costing AM licensees as they deal with high monitor points and other effects of this distortion.
The rule changes make AM antenna protection universal across services, provide a mechanism for dealing with existing pattern interference, and provides for the use of moment-method modeling as the primary means of determining re-radiation potential.
In this webinar, Cris Alexander, CPBE AMD, DRB, Director of Engineering at Crawford Broadcasting, will review the rule changes and discuss how they impact AM broadcast stations.

This intensive training, taking place September 30-October 3, provides in-depth information on the theory of satellite communications and all operational aspects of the ground equipment for uplink and downlink facilities. In August of 2011, the FCC abolished the last link rule opening up Part 101 licensed frequencies to broadcasters, opening up new frequencies that can be used for reliable STL’s. These frequencies, like 950 MHz, 7 GHz, and 13 GHz, are licensed frequencies but with the ability to run high speed bidirectional data rates. These frequencies have the ability to provide up to a gigabit of bidirectional throughput to your transmission sites. This webinar will inform you on these new licensed frequencies and the design dos and don’ts, as well as looking at a live path profile showing what can be done today.
The Ennes Educational Foundation Trust, the non-profit and charitable arm of the SBE, provides scholarships to deserving candidates who aspire to a career in the technical aspects of broadcasting. Scholarship awards may be used for tuition, room and board or textbook costs at post-secondary educational institutions, or for other technical training programs approved by the Ennes Trust Scholarship Committee.
Preference is given to applicants who are members of the SBE. However, any individual otherwise eligible is encouraged to apply. Scholarships available in 2013 include:

FCC releases nationwide EAS test final report (4/18/13)

Within the last week, the FCC released the document, "Strengthening the Emergency Alert System (EAS): Lessons Learned from the Nationwide EAS Test." This is basically the FCC's report card to the public on the results of the nationwide test, held on November 9, 2011.
The document summarizes the lessons learned from the test and the Bureau's recommendations for strengthening the EAS. While the overall tone of the document is one of praise, it does point out numerous areas that are not acceptable. The areas included:
The 19 page document closes with the FCC declaring the test a success, with several areas in need of improvement. It should also be noted that every station was required by the FCC to turn in the results of their test in a specified time frame. The commission did not mention any type of fine structure for those that did not turn in the results; however these fines can still be issued. If you did not submit your results, think of the old saying, "Better late, than never."

Reinstate your lapsed certification through the Jubilee Project (4/4/13)
The SBE Certification Committee has announced a special opportunity for individuals who have allowed their SBE certification to lapse, to regain it with no exam required. The Jubilee Project, named for the SBE 50th anniversary that takes place in 2014, is for those who previously held an SBE certification that expired from January 1999 through January 2012.

The SBE has urged the FCC in the strongest terms to reject the unsupported and reckless suggestion made by CTIA last week that the band 2095-2110 MHz, or any portion of the critically important and heavily occupied Broadcast Auxiliary Service (BAS) allocation at 2025-2110 MHz, should be considered for reallocation.
Yesterday, SBE President, Ralph Hogan sent a letter to the FCC Commissioners, expressing disagreement with recommendations made by CTIA, The Wireless Association, to reallocate a significant portion to mobile broadband on the 2 GHz BAS band.
CTIA’s proposal would preclude all local news coverage of events in television markets, the reporting of which is critical to the safety of the public and critical to localism in video delivery to viewers.
CTIA’s proposal would deprive television viewers, regardless of their chosen delivery method (over-the-air broadcast television, cable, fiber or satellite) of the ability to view events as they happen and to respond to them appropriately. It would also preclude virtually all televised sports and major events, which cannot be aired without access to the entire 2025-2110 MHz band in all markets.

Pecena presenting on IP Networking at the Oklahoma Broadcasters Convention (3/18/13)
One April 18, there will be a day long seminar on ”IP Networking for Broadcast Engineers”, presented by Wayne Pecena, CPBE, CBNE. This is open for all SBE members who want to attend. Registration for this conference is required by March 31.
On the afternoon of April 19 there will an exam for the CBNE certification for those who have registered to take the exam through the SBE National Headquarters. The FCC today released a public notice announcing the April 1 effective date of the requirement to register 7 and 13 GHz TV Pickup stationary receive sites in ULS. The public notice also announces the grant of a fee exemption to TV Pickup licensees in the 7 and 13 GHz bands who modify their licenses between now and April 1 for the sole purpose of adding their receive sites. The public notice also provides detailed filing instructions.

A 12 page overview of the incentive auction process was posted by the FCC in The FCC Daily Business, on January 16, 2013. The report is an FCC staff summary. This may be of value to those members who have interest in the TV spectrum auction. The link to the report is below.
The underlying message is the potential affect on wireless microphones. The report shows three identified channels for "White Space devices," plus whatever is left over from auctioning off 5 MHz from each 6 MHz TV channel. Note that nothing is directly mentioned of wireless microphones and where spectrum will come from to cover late breaking events. The FCC made no mention of current licensed operations in the TV bands.

The TV Band White Space Device initiative continues to move forward in light of the FCC's Broadband plan and the TV Incentive Auction rulemaking. This is an update of some of the recent notices released by the FCC over the last several months and how they affect wireless microphone operation.
September 19, 2012 - The FCC Opens Wireless Microphone Registration of major event/production venues in the East Coast region: New York, New Jersey, Pennsylvania, Delaware, Maryland, Washington, DC, Virginia and North Carolina. The Public Notice released on this date outlines the procedures a venue (e.g. sporting event, large theatrical production, etc.) must follow to apply for registration for unlicensed microphone operation at the venue location. Initial application is with the FCC. If the request meets the criteria it is placed on public notice for 30 days for comment. If there are no objections the venue can then register their event through one of the approved White Space Database administrators.
December 6, 2012 - The FCC issued a Public Notice authorizing approved TV White Space Database systems to provide service to unlicensed radio devices (aka TV Band White Space Devices). The FCC feels this is appropriate since there has been ample time since the September notice to register an unlicensed microphone venue. Concurrent with this notice the FCC opened up, across the nation, the registration for major event/production venues similar to what they did on September 19. These venues, requesting protection for unlicensed wireless microphones, can begin filing their applications for registration with the FCC. The FCC also anticipates expanding from regional to nationwide operations of TV White Space Database systems (i.e. service to TV Band White Space Devices) by mid-January 2013.
Conclusion - The takeaway for broadcasters holding a BAS authorization for operation of wireless microphones in the TV bands is this: They should ensure their studios and other locations of frequent and known wireless microphone use are registered with an approved TV White Space Database system of their choosing. There is no cost to register a location for a licensed user. Understand that the states mentioned in the September notice are "HOT and On-Line" now. Failure to register your location may result in interference from a TV White Space device. With unlicensed wireless microphone registration now open nationwide, expect the FCC to soon also authorize TV White Space Device operation nationwide. For our members who work for companies that produce large events that use unlicensed microphones, consider registering those venues for protection. Do remember, however, you need to apply at least 30 days prior to the event and must meet FCC eligibility criteria.
There are currently two approved TV White Space Database systems: Spectrum Bridge and Telcordia. I would expect the FCC to be approving others before long. At this time there are few TV Band White Space Devices in operation. Expect that number to grow in the near future. Be ready.

The Fellow designation is the highest level of SBE membership granted to members. Members may be selected for the Fellow rank through several paths of achievement including conspicuous service, valuable contributions to the advancement of broadcast engineering or its allied professions, or by disseminating their broadcasting knowledge and promoting its application in practice. Seventy-seven members have been recognized with the honor in the society's 48 years of existence.
Nominations must be proposed in writing by a voting member to the Fellowship Committee and include a comprehensive professional history of the nominee and an explanation of why the candidate is deserving of this honor. The nomination must also include written endorsements from at least five other voting SBE members. All nominations are to be kept confidential. No others besides the nominators and the members of the Fellowship Committee should be aware of the nomination.
Nominations for this year must be received no later than March 15, 2013 for consideration. Those elected to the Fellow rank will receive the honor during the SBE National Meeting on October 30, 2013 in Indianapolis, Ind. Members can access the directory by going to the website homepage and clicking on the membership directory link in the upper right corner of the page. There, you’ll find a table of contents similar to that provided in the paper directory we have published since 1995.
The new directory will help SBE members find other members, find a chapter, and even find sustaining members (suppliers). Another feature from the paper directory that continues in the web-based service is the list of members who advertise their services as contract or consulting engineers.

Tampa Bay Chapter 39 served an important function as the City of Tampa hosted the Republican National Convention August 27-30 at the Tampa Bay Times Forum.
Under the leadership of nationally known engineers Louis Libin, (member of Chapter 15) and Howard Fine (member of Chapter 47), eight Tampa area broadcast engineers teamed up to register and tag hundreds of wireless devices coming into the Tampa Bay Times Forum where the convention was held. Paul Kempter of Chapter 39 chaired the Enforcement Committee, which included handling logistics for all the other local coordinators before and throughout the entire convention. FCC personnel from Washington, Michigan and the local Tampa office were also involved. This venue had four major entrances that had to be covered simultaneously, and eight floors to search for non-coordinated equipment.
The major networks also sent RF personnel to oversee their own operations, including Ray Benedict, CPBE a member of SBE Chapter 37.
Approximately 2000 requests were received for 140 available wireless mike frequencies; 1400 requests were granted thanks to a 23 page Special Temporary Authority granted by the FCC. Those with coordinated frequencies were cleared to use them and tagged appropriately. The vast majority (over 800) who did not have allocations were tagged for identification and carefully instructed not to use their equipment. NBC gave the team dozens of mic cables to loan to those not prepared to turn off wireless. Some crews arrived with equipment on frequencies in the U.S. cellular bands and one tried to use a local sheriff’s office two-way frequency; not a wise idea!
As a result of these efforts only one incident of any consequence occurred and only on one night. On the intense closing night there were no major issues at all. Without all the preparatory efforts there is no doubt chaos would have ensued with hundreds of wireless transmitters inside one hall.

Engineer, entrepreneur, visionary Steve Church passes at age 56 (10/1/12)
The Society of Broadcast Engineers mourns the passing of Steve Church, founder of the Telos Corporation, who died September 28 after a three-year battle with brain cancer. The professional legacy Steve leaves behind is one that embraces both the art and science of broadcasting. He will be missed by so many. Our heart-felt condolences are extended to his family, friends and colleagues.
The founder of the Society of Broadcast Engineers, John H. Battison, P.E., CPBE, who passed away on Aug. 28 at the age of 96, is being memorialized with the creation of a scholarship in his name. The John H. Battison SBE Founder’s Scholarship will be presented to an applicant who seeks to enter or advance in the field of broadcast engineering. This decision comes today, on what would have been Battison’s 97th birthday.
The Ennes Educational Foundation Trust, the non-profit, charitable arm of the Society of Broadcast Engineers, is adding the scholarship to several others it already awards annually. The new scholarship recognizes the instrumental role Battison played in the formation of the SBE. It was Battison’s vision for a professional organization dedicated solely to the broadcast engineer and his personal efforts to invite station engineers from across the U.S. and Canada to join, that resulted in the organization of the SBE in 1964. Battison served as the new organization’s steering committee chairman and then as its first president.
“No one person has done more towards advancing the broadcast engineering profession than John Battison. The Ennes Trust is pleased to honor the memory of the founder of the Society of Broadcast Engineers with the creation of this scholarship,” said Ennes Trustee, Fred Baumgartner, CPBE.
The scholarship will be awarded to selected applicants who are currently in the broadcast engineering field and seek to expand their knowledge in media technology, or to a graduating high school senior who plans a career in broadcast engineering and will be attending a college, university or technical school.
Ralph Hogan, CPBE, DRB, CBNE, the president of the SBE said, “John Battison had a vision of an organization that would provide station engineers with technical education they could use in their work everyday. I can’t think of a better way to memorialize him than through a scholarship that will help young engineers advance their technical knowledge in our business.”
Applications for the John H. Battison SBE Founder’s Scholarship will be available by October 1, 2012 and can be obtained on the SBE website, www.sbe.org. The annual deadline for all Ennes Scholarships is July 1 with the announcement of the recipients made by the end of July.

The Society of Broadcast Engineers and the Advanced Television Systems Committee (ATSC) are co-hosting an educational seminar for broadcasters, manufacturers, and others interested in audio loudness management. The 2012 Audio Loudness Management Series will kick off with the first one-day seminar scheduled for August 23, 2012 in Chicago, Illinois hosted by WTTW PBS Chicago.

The 2012 National Meeting of the Society of Broadcast Engineers takes place October 23-24 at the Crowne Plaza Denver International Airport in Denver, Colo. The event is being held in conjunction with the Rocky Mountain Audio/Visual Expo and the SBE/SMPTE Broadcast Engineer’s Boot Camp. The local host is SBE Chapter 48 of Denver.
For more than 20 years, the Rocky Mountain Audio/Visual Expo has been a major regional event for video, audio, integration, AV and broadcast professionals. Attendees come primarily from the Rocky Mountain region and Great Plains states. The exhibit floor will be open both days. The expo also includes a number of keynote speakers, workshops and a free reception. The Crowne Plaza property includes a large meeting and convention center that enables the expo to feature in excess of 120 companies in more than 100 booths.
SBE Chapter 48, along with the Rocky Mountain Section of SMPTE, will present a half-day version of their popular Broadcast Engineer’s Boot Camp on Wednesday, October 24. The boot camp will include presentations on broadcast technology of interest to television and radio engineers and technicians.
Among the SBE National Meeting events is the Annual SBE Membership Meeting, which is scheduled to be streamed live via the Internet, and the annual SBE National Awards Reception and Dinner.

The Society of Broadcast Engineers has published handbooks for radio and television operators for more than 15 years and now they are available in digital format. The SBE Television Operators Handbook and the SBE Handbook for Radio Operators can now be purchased through Amazon.com and BarnesAndNoble.com. They can be read using those companies' popular Kindle and Nook capable devices and apps.
Purchase of the digital version of either book does not include the corresponding SBE operator certification exam. The exam can be purchased separately through the SBE website. The combined cost of the digital book and the separate exam is the same as the cost for the traditional paper book that includes the exam.
"These two handbooks represent the first of many digital books and other educational material the SBE plans to publish going forward," said SBE President, Ralph Hogan, CPBE, DRB, CBNT. Hogan also said, "Publishing in digital form helps to meet the needs of our members who want educational material available in traditional and digital versions. Providing both will offer options to the broadcast engineer who routinely uses electronic devices in their daily jobs."
The digital versions of the operator handbooks provide the added value of convenience and mobility. The digital editions have exactly the same content as the current paper editions and include practice questions at the end.
The Society of Broadcast Engineers offers a new engineering level Certified Broadcast Networking Engineer (CBNE) networking certification. Eligible engineers may now apply to take the CBNE exam to become certified.
This exam is intended for those in the broadcast engineering field who work closely with networking. The CBNE is an advanced level certification and therefore the content is more complex than the Certified Broadcast Networking Technologist certification. The CBNE does not replace the CBNT, which is a relevant certification for entry-level networking individuals.
The CBNE requires a minimum of 5-years of broadcast engineering experience in order to qualify for the certification exam. The first exams take place during the June 1-11 exam session with local SBE chapters. Examinees must answer 50 multiple-choice questions and one essay question during the exam.
"The successful completion of CBNE will demonstrate to employers the advanced level of knowledge their employees have in building and maintaining a modern broadcast plant," said SBE President Ralph Hogan, CPBE, DRB, CBNT.
Hogan and Terry Baun, CPBE, AMD, CBNT lead the efforts to create the new certification level. This is the first time in 12 years that a standalone certification has been released by the SBE.
The SBE CertPreview study tool, quizzes users on over 50 questions similar to those on the actual exam. After the examinee takes the sample test, he or she may reexamine any missed questions. The user is then provided the reference book information used to create the question for additional study purposes. SBE CertPreview for CBNE is available for download or on CD on the SBE website.

The Society of Broadcast Engineers welcomes both members of the SBE and non-members to continue their education this spring. May holds many educational opportunities by the SBE, including three webinars and an Ennes Workshop.
Joe Snelson, CPBE, 8-VSB, is presenting the webinar, “TV White Space Devices and Wireless Microphones”, on May 2. This webinar is free for SBE members, thanks to Shure. Snelson provides an overview of the FCC authorizations for unlicensed devices and how this impacts the daily operations of broadcasters, news organizations and production companies.
On May 10, Cris Alexander, CPBE, AMD, DRB, presents an in-depth webinar on “AM Directional Antenna Modeling”. This webinar will provide a detailed overview of the modeling process, including base impedance matrix and sample system calibration measurements, model construction / calibration and derivation of operating parameters from the calibrated model. The cost to participate is $79 for members of the SBE and $99 for non-members.
The Ennes Workshop, presented by SBE, heads back to El Paso on May 18. The workshop, hosted by SBE Chapter 38, includes topics such as an EAS update, audio compression, broadcast structures, a tutorial on SNMP and more. The cost for members of the SBE is $30 and $40 for non-members.
Richard Strickland of RF Safety Solutions presents "SBE RF Safety Course" on May 24. The course, which has a new section on how to prove compliance at a broadcast site, is designed specifically for broadcast station personnel that need to have an understanding of RF safety issues and regulations. The cost is $85 for members of the SBE and $125 for non-members.

To keep in mind the SBE 2012 theme, Connecting Our Future, the society encourages members to connect with fellow broadcast engineers and invite non-members to join the SBE and support the profession. The society awards members who recruit during the SBE Membership Drive with prizes and discounts.
The SBE is the only organization devoted to the advancement of all levels and types of broadcast engineering. The benefits of being a part of the SBE are well known by members. Most membership organizations periodically hold strategic planning meetings to help chart their course for the next three to five years. The Society of Broadcast Engineers is no different. A strategic planning meeting for the SBE is scheduled for Saturday, June 23 in Indianapolis, Indiana.
Chapter chairmen are invited and encouraged to participate as a professional facilitator leads the group through exercises to identify the strengths and weaknesses of the organization and the needs and wants of members. In addition to chairmen, members of the national board of directors and the national staff plan to attend. This is the first strategic planning meeting for the SBE since July 2006.
There is no fee to attend the meeting, but attendees are responsible for their individual travel, hotel and incidental costs. In the past, multiple chapters paid the related costs for their chairmen to attend. The SBE highly recommends that each chapter consider covering their chairman’s cost for the upcoming meeting. The event will be held at the Hilton Indianapolis Hotel and Suites in downtown Indianapolis. A special guestroom rate of $109 per night plus tax has been arranged for attendees. The strategic planning meeting is scheduled to begin June 23 at 8:30 a.m. and conclude by 9 p.m. A welcome reception hosted by SBE President Ralph Hogan is planned for attendees on June 22 at 7:30 p.m. The SBE advises attendees to arrive Friday, June 22 and depart Sunday, June 24. The SBE will provide breakfast, lunch and dinner on June 23 for participants.
Make plans now to be a part of the event that will shape the direction of the SBE into its 50th year and beyond. Chapters may select a representative to attend in a chairmen’s place if the chairmen is unable to attend. Though there is no registration fee, pre-registration is required for planning purposes. In effort to offer broadcast engineers with the knowledge and understanding of IP networking fundamentals, SBE Chapter 53 offers an IP networking seminar March 30. Wayne Pecena, of the SBE Technical Presenters Group, will instruct the one-day workshop, “IP Networking For Engineers”.
The first half of the workshop focuses on the principals of IP networking including the OSI and TCP models, physical layer technologies, IP addressing, IP subnetting, and applying best practices in the design of an IP address plan. The second half of the session focuses on applying the fundamentals discussed earlier in the day to better understand routing protocols, switching fundamentals, VLAN implementation, and security practices in network design.The cost for members of the SBE is $50 and $75 for non-members. “An effective leader is just an ordinary person inspiring other ordinary people to achieve extraordinary results,” said Rodney Vandeveer, professor of Organizational Leadership and Supervision at Purdue University.
Vandeveer is slated to instruct the SBE Leadership Development Course July 31-August 2 in Georgia at the Holiday Inn Atlanta Airport-South. Course attendees will explore the dynamics of leadership; individual leadership styles; communication; effective motivation techniques; team process advantage; responsible management; leadership attitude; and conflict management, counseling and discipline during the course.

The SBE has submitted final reply comments in support of its own Petitions for Rule Making, filed in November 2011, regarding use of Broadcast Auxiliary Service (BAS) spectrum. The first filing last November was a Petition for Rulemaking seeking modification of the Remote Pickup rules to allow both digital and analog modulation on RPU channels. It also corrects an anomaly created by the Commission in 2002 by realigning the center frequency specification to allow for more efficient use of the spectrum while preserving the ability to stack channels for wider bandwidths. A change of these rules would conform BAS regulations more closely to other recent FCC rule updates and will significantly expand equipment choices available to broadcast engineers to include devices currently restricted to non-broadcast use. The change would also facilitate digital conversion of the bands at a pace determined by the industry rather than by the FCC.
Joe Snelson, chair of the SBE Frequency Coordination Committee said, "The best quality about this petition is that it solves a significant regulatory and equipment problem but does no harm to existing station RPU operations. The proposed rules would not mandate any change but would simply make digital-modulation, narrow-band operation permissible."
The second filing last November was a request for an immediate FCC rule waiver to allow use of current-technology digital radios and communications equipment, resolving a serious disconnect between the broadcaster's need to maintain and update their RPU fleets and the availability of suitable replacement equipment. Chris Imlay, SBE general counsel said, "A temporary waiver of these rules while the rulemaking process is progressing is vital to making our members' jobs easier right now by allowing engineers to use widely-available, Part-90-type digital equipment on RPU frequencies while remaining compliant with FCC rules."
The original SBE filings were submitted Monday, November 7 to the FCC. The SBE's final comments, filed January 19, 2012, restate the necessity of these modifications and an immediate waiver to local broadcasters.
On December 8, 2011, the FCC assigned a docket number to the SBE rulemaking proposal: WT-RM-1148. Comments are due by1/21/2012.
The SBE's Legislative Goals include support and defense of broadcaster access to BAS frequencies as an extension of its frequency coordination programs and its support of broadcast engineering. Copies of these filings and further information will be at www.sbe.org.
The SBE has confirmed directly with FEMA that the National EAS test, scheduled for November 9 at 2 p.m. ET, will be shortened from the original two minutes and 30 seconds to 30 seconds, plus time for data burst tones that will make the total test time approximately 45 to 60 seconds.
The change was made at the direction of Janet Napolitano, secretary of the Department of Homeland Security. The announcement was made late this morning.
Stations will need to consider modifying any PSAs already prepared that reflect the original longer test duration.
The Society of Broadcast Engineers (SBE) has named two of its annual awards in honor of members who made significant contributions to the growth of the organization. The SBE announced on September 28 that, beginning in 2012, the SBE Broadcast Engineer of the Year Award will be named the Robert W. Flanders SBE Engineer of the Year Award. Also beginning in 2012, the SBE Educator of the Year Award will be named the James C. Wulliman SBE Educator of the Year Award.
The late Bob Flanders, who was director of engineering at WRTV-TV in Indianapolis for many years, was the fifth president of the SBE from 1971 to 1973. Flanders is credited with elevating the operations of the SBE to a more professional level, setting the stage for the society's future growth. He also was instrumental in establishing a management training program for broadcast engineers in the early 1960's that lives on today as the SBE Leadership Development Course.
Jim Wulliman retired from WTMJ-TV in Milwaukee 25 years ago as director of engineering. Wulliman, who served as SBE's sixth president from 1973 to 1975, was one of three members of the SBE credited with the creation of the SBE's certification program and guided the program through its first twenty years as its director and committee chairman. The program has become the preeminent engineering certification in the U.S broadcasting industry, with more than 5,000 individuals holding SBE certification.
The SBE is very pleased to recognize these two prominent members by naming these important national awards in their honor.
In April of this year, the society announced that the SBE Lifetime Achievement Award would be named the John H. Battison SBE Lifetime Achievement Award, in honor of the founder of the SBE. In the early 1960's, Battison worked for several years to create interest in a new organization devoted to the professional development of the broadcast engineer and the field of broadcast engineering. On April 5, 1964, the Society of Broadcast Engineers was born during a meeting at the annual convention of the National Association of Broadcasters in Chicago. What started with 100 members has grown to more than 5,000 members today, located in all 50 states and in more than 20 other countries.
The SBE Engineer of the Year and Educator of the Year awards were first presented in 1991. The SBE Lifetime Achievement Award was first presented in 1995. A complete list of recipients for all three awards can be found on the awards section the SBE website.

The intent of this course is to review the entire IP and file based architecture, the changes in workflows and the broad spectrum of technologies that make up the environment.

According to the FCC, the licensee of each AM, FM, TV or Class A TV broadcast station must designate a person to serve as the station's chief operator (FCC Rules 73.1870). Depending on the type of facilities, there are varying requirements as to who this person may be and their responsibilities. This webinar, presented by Dennis Baldridge, CPBE, 8-VSB, AMD, DRB, CBNT, covers the responsibilities of the Designated Chief Operator and the duties necessary to fulfill this position.

The FCC announced today that they have extended the deadline for broadcast stations to have their Emergency Alert System equipment be CAP compliant to June 30, 2012. The deadline had been set for September 30, 2011.
The FCC said, “In this Fourth Report and Order, we have revised the rules to extend the date by which EAS Participants must be able to receive CAP-formatted EAS alert to June 30, 2012.”
The FCC explained that more time is needed to revise Part 11 of the FCC Rules so that it cannot impose a deadline by which EAS participants must receive CAP-formatted alerts.

The SBE announces the results of the 2011 election for the national board of directors. Ralph Hogan, CPBE, DRB, CBNT was elected as the society's president. Hogan is the director of engineering for KJZZ, KBAQ, SunSounds of Arizona, in Tempe, Ariz.

The national board of directors of the SBE is responsible for the development of policy and determines the programs and services the society provides to its more than 5,100 members. Those elected will begin their terms on September 28 during the SBE Membership Meeting. They will join the other six directors who have another year remaining in their terms as well as immediate past president, Vincent Lopez, CEV, CBNT.
The SBE National Meeting will be held in conjunction with the Ohio Broadcast Engineering Conference and the Ohio Association of Broadcasters. The event will take place in the Crowne Plaza Hotel and The Greater Columbus Convention Center in Columbus, Ohio.
Program Manager Manny Centeno of the IPAWS Program Office, National Continuity Programs Department of Homeland Security - FEMA will speak at the 2011 SBE National Meeting. Centeno is invited to speak to guests about the upcoming EAS National Test.

The FCC released on August 9, 2011 a Report and Order, Further Notice of Proposed Rulemaking, and Memorandum Opinion and Order regarding WT Docket 10-153. This was also an item on the agenda of the FCC open meeting on August 9. The document on the FCC website states, "The steps we take will remove regulatory barriers that today limit the use of spectrum for wireless backhaul and other point-to-point and point-to-multipoint communications. We also make additional spectrum available for wireless backhaul - as much as 650 megahertz - especially in rural areas, where wireless backhaul is the only practical middle mile solution. By enabling more flexible and cost-effective microwave services, ... deployment of fourth-generation (4G) mobile broadband infrastructure across America."
The FCC decision to permit fixed service (FS) operators to occupy the 6875-7125 MHz and 12700-13100 MHz bands currently used for Fixed and Mobile Broadcast Auxiliary Service (BAS) and Cable TV Relay Service (CARS) in rural areas where those bands are not currently licensed to TV mobile pickup stations was no surprise to the SBE. It was a decision that the FCC had already made more than a year ago. The SBE board was well-aware that the FCC prejudged this matter. Even so, in SBE's three written submissions to the FCC in this docket and in an extensive in-person meeting with numerous technical staff members of the FCC last fall, the SBE explained the technical reasons why this was an unworkable proposal for broadcasters. While the decision, as expected, provides difficult challenges for mobile ENG at news or sporting events that occur in areas outside the normal market areas for TV pickup stations, the decision was not as bad as it could have been.
In March 2010, the FCC delivered the National Broadband Plan (NBP) to Congress. Section 5.5 of the NBP included the following recommendation as one of the means of expanding broadband access in the United States: "Increase the flexibility, capacity and cost-effectiveness of spectrum for point-to-point wireless backhaul services. ... The FCC should revise Parts 74, 78 and 101 of its rules to allow for increased spectrum sharing among compatible point-to-point microwave services." At this point, it was clear that the FCC intended to permit FS stations to occupy Part 74 spectrum.
The FCC initially proposed to simply allow FS operators to share the 7 and 13 GHz bands with broadcasters. The SBE comments explained why this was not workable, and strongly opposed the proposal. Other broadcast industry filers, surprisingly, took the position that such shared operation could work under certain circumstances.
In response to the comments filed, the FCC in a later Public Notice soliciting comment, proposed only to permit FS stations to operate in the 7 and 13 GHz bands in rural areas outside the service areas of all TV pickup licenses. In response, the SBE noted that broadcasters often operate TV pickups pursuant to Section 74.24 of the rules outside the licensed service areas and that news and sporting events happen where they happen and there must not be limitations on the ability of broadcasters to do mobile ENG. FCC has now decided to prohibit FS paths from crossing the service areas of TV pickup authorizations. It also requires FS to coordinate with TV pickup licensees pursuant to the formal Part 101 coordination procedures. This is unworkable because of the real-time need for TV pickups to be used ubiquitously and at unpredictable times. FCC claims that it has addressed this by excluding FS on a nationwide basis from two 25-megahertz channels each in the 7 GHz band (6975-7025 MHz) and the 13 GHz band (13150-13200 MHz). This will supposedly accommodate TV pickup stations covering events that occur outside the license areas of local BAS and CARS operations. That is an insufficient amount of spectrum to accommodate all BAS, CARS and LTTS licensees at a given event, and merely serves to concentrate FS stations in segments of both bands outside those 50 megahertz segments.
The SBE comments reflected the technical reality of the use of these allocations. The FCC claims that it has protected incumbent BAS users. It has not done that. Yet, the SBE advocacy effort did have some positive effect on the outcome of this proceeding. The FCC states, "The record indicates that it is not feasible to allow FS to share spectrum with mobile and temporary fixed TV pickup operations in areas where mobile and temporary fixed TV pickup operations are licensed." It held that, while BAS fixed and mobile operations share spectrum in the same geographic areas, the sharing that exists today would not be practicable if it were not guided by informal agreements among local market participants. The SBE frequency coordination program thus was acknowledged to be critical to sharing in the BAS allocations at 7 and 13 GHz.
The FCC also concluded that it was not feasible to adopt band segmentation as a means of segregating fixed and mobile operations into designated sub-bands of the 7 and 13 GHz bands, which would have had a much more profound effect on these BAS allocations than the proposal that was adopted.
The SBE strongly encourages members to ensure that all receive sites, both fixed and TV pickup, appear on station FCC authorizations. Otherwise, stations run the risk of receiving interference with little grounds for a defense to stop it.There remain some substantial concerns with this docket. The FCC Further NPRM asks about the use of smaller antennas for use in these bands, and other topics that could seriously degrade the reliability of mobile ENG in the 7 and 13 GHz bands. It is anticipated that the SBE will file further comments in response to the NPRM.

Al Grossniklaus, CBNT, P.E.
Recipients of the 2011 SBE National Awards will be recognized on September 28 in Columbus, Ohio at the SBE National Awards Dinner. The event is part of the annual SBE National Meeting, which is being held in conjunction with the Ohio Broadcast Engineering Conference.
The winner of the SBE Broadcast Engineer of the Year Award is Al Grossniklaus, CBNT, P.E., of Indianapolis, Ind. Grossniklaus became director of engineering for WTHR-Indianapolis, Ind. in 1995, a member of the SBE in 1984, and he is also a local NFL game day coordinator. Grossniklaus runs a high-caliber engineering department for the top rated station in the market. WTHR won the 2011 Edward R. Murrow Award for Overall Excellence. Grossniklaus is responsible for the overall technical performance, operations, engineering maintenance, information systems and services and physical plant of WTHR and associated stations. Grossniklaus is directly responsible for insuring the station’s compliance with FCC and other federal and state technical regulations. As the director of engineering, he supervises the Technical Management Team and directly manages the execution of all capital projects at the station.
Recipients of the SBE Broadcast Engineer of the Year Award are recognized for making significant contributions to the field of broadcast engineering or for furthering the goals and objectives of the SBE. They must be members of the SBE and are nominated by their peers.
Steve Lampen, CBRE
The winner of the 2011 SBE Educator of the Year Award is Steve Lampen, CBRE. Lampen utilizes his travels promoting the Belden product line, as an opportunity to understand what broadcast engineers need. Lampen educates industry members about his expertise in dozens of topics at Ennes sessions, NAB and SBE chapter meetings while traveling an average of 300 days per year. Steve strives to make his presentations, which have been an anchor for Ennes workshops for 10 years, educational, entertaining, accurate and useful. As a successful author Lampen wrote “The Audio-Video Cable Installer’s Pocket Guide” published by McGraw-Hill and his regular column “Wired for Sound” appears in Radio World magazine.
Nautel will be awarded the SBE Technology Award for its Advanced User Interface (AUI) and associated productivity technologies. Nautel has long recognized the demands being placed on SBE members who often are called upon to maintain increasing numbers of facilities and transmitters. Nautel’s goal is to place more control, monitoring and troubleshooting at the engineers’ fingertips than had ever been possible before, whether the engineer was local to the transmitter or remote. The awarded technologies are accessible via Nautel’s Advanced User Interface.
John Davis, CBNT, will be presented with the Best Technical Article Award for “Choosing a Network Switch for Audio-over-IP”. The article was published in the April 2011 edition of Radio magazine.
Chapter 24, Madison, Wisc. is being recognized for their achievements with three awards including Best Chapter Website, Best Regional Convention and Best Chapter Newsletter.
Statistical awards recognize two chapters, based on chapter enrollment. Class A represents chapters whose membership is less than the national median. Class B includes chapters with membership greater than the national median. The award for Most Certified Chapter goes to Chapter 118, Montgomery, Ala. in Class A and Chapter 131, Inland Empire in Class B. The Chapter with Greatest Percentage Growth of New Members Award is being presented to Chapter 44, Shreveport, La. in Class A and Chapter 25, Indianapolis, Ind. in Class B. The Chapter with Highest Percentage Of Member Attendance at Meetings Award goes to Chapter 136, Rio Grande Valley in Class A and Chapter 76, Eugene, Ore. in Class B.
The National Awards Committee includes Chairman Tim Anderson, CPBE, DRB, CBNT, Jim Leifer, CPBE and Frank Maynard, CPBE.

All voting members of the SBE are urged to cast ballots in this year’s election of national officers and directors. Ballots for the annual election of members to serve on the SBE national Board of Directors were mailed on July 25. The voting process will take place over a one-month period, ending August 25. On that evening, ballots will be counted and winners determined. The Board consists of 17 members, including four officers, 12 directors and the immediate past president. All four officer positions and six director seats are up for election each year.
One candidate is running for each of the four officer positions of president, vice president, secretary and treasurer. There are seven candidates running for the six at-large director seats being contested this year. Members had until July 11 to be nominated and meet the candidacy requirements to run for office. A complete list of candidates with photographs is available on the SBE website.
The official ballot was sent via USPS First Class mail to all voting members of the SBE. That includes Regular, Senior and Fellow members and the voting member representative of each of the SBE’s Sustaining Member companies. Information about each candidate and their responses to questions about the society is included in the official ballot packet. A printing error resulted in a mix up of two images on the printed version of the ballot. Please refer to the online version for the correct images of all candidates. You are encouraged to take time to review the descriptions and opinions of the candidates contained in the ballot, make your selections, and return the ballot to the SBE National Office so that it arrives by Thursday, August 25. Use the special election return envelope provided. Allow at least five business days for your ballot to reach the National Office and two weeks if you are outside the United States. Each year a number of ballots are received at the National Office after the election is over and consequently cannot be included in the tabulation.
The ballots are counted by the official Board of Tellers, consisting of members of Chapter 25 in Indianapolis and central Indiana. Candidates are notified the following day of the results. Those elected will take office during an induction ceremony held at the SBE National Meeting on September 28 in Columbus, Ohio.
Beginning in 2012, the SBE will implement an electronic voting system. Details will be announced later this year. Those who would prefer receiving the traditional mailed ballot will have the opportunity to opt out of the electronic ballot for the 2012 election.

The SBE annual Membership Drive concluded May 31 with a total of 202 new members. This is an increase of 34 percent compared to the 2010 Membership Drive.
Fifty-five members were directly responsible for recruiting 72 new members during three-month period. Of the 72 new members, three were Sustaining Members; companies that provide products and services to the broadcasting industry. An additional 130 members joined the SBE during the Membership Drive without indicating a sponsor’s name.
Each member who recruited a new member was entered into a drawing to win prizes donated by SBE Sustaining Members and the SBE. The Grand Prize winner, who will receive an expense-paid trip to the SBE National Meeting in Columbus, Ohio this September, is Eddie Durham of Chapter 72, the Blue Ridge Chapter, in southwestern Virginia.
Rear Admiral James Barnett, Jr., Chief, Public Safety and Homeland Security Bureau, Federal Communications Commission, today announced that the National Emergency Alert System (EAS) Test will take place November 9, 2011 at 2pm EST. The announcement was made during today's regularly scheduled FCC Meeting.
"With the date of the National EAS Test now set, broadcast stations will now be able to make their plans to participate. SBE will continue to provide information to our members to assist in their preparation," said SBE President, Vinny Lopez, CEV, CBNT.
A substantial step toward the SBE's objective of adding engineering expertise to the staffs of the FCC Commissioners has been realized. Yesterday, Representative Cliff Stearns (R-FL) introduced House Bill 2102, a companion bill to Senate Bill 611, introduced earlier this year by Senator Olympia Snow (R-ME).
In March, representatives of SBE's national leadership met with Representative Stearns' Washington staff and requested that the Congressman consider sponsoring the legislation in the House.
With bills now introduced in both Houses of Congress, SBE will be working to gain co-sponsors for each bill and continue to push to see this legislation eventually approved by Congress and signed by the President.
"This is another positive step in the Society's quest to bring technical expertise to the FCC Commissioner's offices, "said Vinny Lopez, CEV, CBNT, SBE president. Lopez went on to say, "I encourage all members of the SBE to write their senators and representative and ask them to support S.611 and H.R.2102."
If passed, both the Senate and House Bills would authorize each of the five FCC Commissioners to appoint a fourth staff assistant who is an engineer or computer scientist. This will provide first hand competent input to each of the Commissioners tasked with making often highly technical decisions in docket proceedings and adjudicatory matters, and a mechanism for bringing the competency of the Commission's staff engineers directly to the Commissioners.
The Board of Directors of the Society of Broadcast Engineers (SBE) has appointed Leonard Charles, CPBE of Madison, Wis. to serve as a Trustee of the Ennes Educational Foundation Trust. Charles is Director of Engineering at Morgan Murphy Media, Midwest, overseeing the technical facilities of its TV and Radio stations in the Upper Midwest.
The Ennes Trust is the non-profit, charitable arm of the SBE organized in 1980 by the SBE Chapter 25 in Indianapolis, to memorialize the educational legacy of broadcast engineer, author and SBE member, Harold E. Ennes. Its singular purpose was to grant scholarships to those interested in continuing education within the technical broadcast field. In 1981, Chapter 25 gave the Ennes Trust to the national SBE to increase its outreach and fundraising potential. Since then, the Ennes Trust has expanded its scope to include educational programming and financial support of education-related projects in the broadcast engineering field.
Charles joins Ennes Trustees Frederick Baumgartner, CPBE, CBNT of Elizabeth, Colo. and Douglas Garlinger, CPBE, 8-VSB, CBNT of Fishers, Ind., who oversee the operations of the Ennes Trust.
"We are very pleased to have Leonard Charles as one of the three trustees of the Ennes Trust," said the SBE President Vinny Lopez, CEV, CBNT. "We know that he, along with his fellow trustees, Fred Baumgartner and Doug Garlinger, will continue to lead the Ennes Trust in the outstanding manner that has been evident for more than 30 years."
Charles has been in Broadcast Engineering for 37 years and is a member and past chair of SBE Chapter 24 in Madison. He holds the Certified Professional Broadcast Engineer certification from the Society. He has served two terms on the national SBE Board of Directors and was the first national SBE EAS Committee Chair. Charles has won several local and national SBE awards, including being named twice as the SBE Broadcast Engineer of the Year. He was elected a SBE Fellow in 2008.
Charles currently serves on the MSTV/NAB Engineering Committee and on the Mobile DTV OTAG Committee, and has served on numerous FCC EAS related industry committees. He is chairman of the Broadcasters Clinic, an annual broadcast engineering regional conference held in Madison, Wis. and underwritten by the Wisconsin Broadcasters Association. Charles sits on the State of Wisconsin Emergency Communications Committee and on its Amber Alert Committee.
Charles and his wife, Judy, live in Madison and are the proud parents of two grown sons and have three grandchildren.

The 2011 National Meeting of the Society of Broadcast Engineers will be held on September 27-28 at the Crowne Plaza Hotel and the Columbus Convention Center in downtown Columbus, Ohio. The National Meeting is being held in conjunction with the Ohio Association of Broadcasters’ Ohio Broadcast Engineering Conference.
The Ohio Broadcast Engineering Conference is an annual event attended by broadcast engineers from across the state of Ohio and neighboring states as well. The Conference is in its ninth year and includes technical papers and an equipment trade show on the 28th.
All National Meeting activities will take place at the Crowne Plaza Hotel with the exception of the Annual Membership Meeting at 4 p.m. on Wednesday, Sept. 28. That will be held at the convention center across the street from the hotel in a room adjacent to where the trade show has just wrapped up. Other events include a Certification Committee meeting and Board of Directors meeting Sept. 27 and the annual Fellows Breakfast and Awards Reception and Dinner Sept. 28.
The dinner program will include the presentation of the SBE Broadcast Engineer of the Year and the SBE Educator of the Year Awards, to be announced later in June. Senator Olympia Snowe (R-ME) and Senator Mark Warner (D-VA) have introduced Senate Bill 611, "A Bill to provide greater technical resources to FCC Commissioners." The bill was introduced on Thursday, March 17. Senate Bill 611 is, in affect, a replacement bill for S.2881 that was introduced by the same two senators last year. That bill died as a result of procedural issues. The SBE has been very active in encouraging the introduction and eventual passing of this bill and has worked closely with Senator Snowe's office for more than a year.
SBE has also been working to encourage a companion bill in the House. Last week, a group of SBE leadership, led by SBE President, Vinny Lopez, made 12 visits to Congressional offices in Washington (reported Wednesday, March 16 in SBE-news), and received a favorable response from many of them. Our hope is that a House Bill will soon follow. The text of S.611 has not yet been released but it is expected to be similar to last year's bill, which was later coupled to a separate bill introduced by Senator Snowe, which called for a study of FCC engineering resources. The SBE will provide a link to the Bill when it is published by the Government Printing Office.
The primary objective of S.611 is to add scientific expertise at the FCC's policy level by authorizing each FCC Commissioner to add one additional professional assistant to the three they currently have. The Bill would require that the new assistants be either electrical engineers or computer scientists. The three professional assistants each Commissioner now has are either lawyers or economists.
The next SBE RF Safety Course takes place Tuesday, June 21 at 2:30 p.m. ET. The course is designed for broadcast station personnel, including chief and assistant chief engineers, transmitter site engineers, ENG and SNG maintenance personnel and management that need to have an understanding of RF safety issues and regulations. Instructing the course is noted RF safety expert, Richard Strickland of RF Safety Solutions.

A Bill introduced in the U.S. House of Representatives on February 10, states that within 10 years after the Act is adopted, the entirety of the paired spectrum between 420-440 MHz and 450-470 MHz must be auctioned by the FCC for commercial use. This includes the BAS allocation at 450-451 MHz and 455-456 MHz. There is no proposed replacement spectrum for displaced BAS licensees.
The spectrum targeted is used heavily by commercial radio broadcasters for remote pick-ups, as well as by many other civilian and defense users.
The Bill was introduced by Representative Peter King, (R-NY) who serves as Chair of the House Homeland Security Committee. The "Broadband for First Responders Act of 2011," has ten cosponsors as of now, including members of both political parties.
SBE has informed the House Homeland Security Committee that it is firmly opposed to the inclusion of Section 207(d) in this Bill. The SBE is actively opposing the Bill in its present form in order to protect the important uses made daily by radio broadcasters in the 450-470 MHz band. SBE is urging that this Bill be amended without delay by the deletion of Section 207(d) from it.

Newest SBE University Course - Broadcast Audio Processing (February 17, 2011)
The newest course on the SBE University, Broadcast Audio Processing, was created for the intermediate-to-experienced broadcast engineer who is already familiar with the basics of good broadcast engineering. A member of the SBE who recently took the course said, "This is the second course I have taken in the past two months and both experiences have been extremely positive".
The course has nine chapters and depending on your knowledge of the subject, could take 5-8 hours to complete. Topics include loudness and the human ear, the basics of broadcast audio processing, the basics of gain control, limiting and clipping, adjusting a wideband processor for voice and multi-band processing. The Society thanks the SBE member Stephen Poole, CBRE, AMD, CBNT for his work in developing this course. The cost is $80 for SBE members and $105 for non-members. FCC Extends EAS compliance deadline to September 30, 2011 (November 24, 2010)
The FCC has agreed with the SBE, NAB, MSTV and almost all state broadcaster associations that the 180-day EAS deadline should be extended. Late yesterday, the FCC announced that the deadline will be extended from 180 days to 360 days, effectively making the new deadline, September 30, 2011. The FCC action was officially taken on November 18.
The SBE President, Vinny Lopez, CEV, CBNT, upon hearing the announcement said, "The FCC took an important step toward establishing an effective and orderly improvement of the US' public warning strategy. The SBE and its EAS-experienced members intend to work to support our industry and the FCC to improve the EAS. As the system changes, the SBE will be publishing information and education to help our members and the industry incorporate the changes in a cost-efficient and effective way."
The FCC considered multiple factors cited in industry filings in approving the extension, including the need for more time for the development, testing and potential certification of the new equipment and the costs associated with purchasing the CAP-compliant equipment by EAS participants.

SBE 22 Student Career Seminar is now available to view online (November 18, 2010)
The SBE Chapter 22 Student Career Seminar is now available to view online at www.sbe22expo.org. The Student Career Seminar was originally aired on Wednesday, October 6 at the Turning Stone Resort and Casino in Verona, N.Y. The seminar was part of the SBE Chapter 22 Broadcast and Technology Expo.
The Student Career Seminar has been happening for many years. Several New York state university colleges participated to help students learn what careers are available in the broadcasting field.
Chris Xaver, Professor at Tompkins Cortland Community College hosted the seminar and was joined by a panel of industry professionals: Megan Koskovich, Reporter/Anchor News Channel 2 – WKTV; SBE President Vinny Lopez, Director of Engineering at WSYT/WNYS – TV; Donna Adamo, News/Communications Manager at Syracuse University and Andrew Robinson, Manager at Orange Television Networks.
The seminar is approximately one hour long and includes a question and answer portion from students attending the seminar and from those who viewed the seminar live online.
EAS tones found in TV commercial (November 10, 2010)
Tom Ray of Chapter 15, NYC identified another commercial that uses EAS
tones. This time it's a TV commercial for the movie Skyline with the ISCII
code UPSU3132H. Midway through the spot you can clearly hear EAS alert tones
repeated 6 times. The tones are not only real EAS tones, they seem to be a
replay of a Pennsylvania statewide Required Monthly Test. This is the decoded data from the commercial:

There are no EOM's. If this was decoded and forwarded automatically a station

73.1217 Broadcast hoaxes.
No licensee or permittee of any broadcast station shall broadcast false
information concerning a crime or a catastrophe if: (a) The licensee
knows this information is false; (b) It is forseeable that broadcast of the
information will cause substantial public harm, and (c) Broadcast of the
information does in fact directly cause substantial public harm. Any
programming accompanied by a disclaimer will be presumed not to pose
foreseeable harm if the disclaimer clearly characterizes the program as a
fiction and is presented in a way that is reasonable under the circumstances.
Note: For purposes of this rule, public harm must begin immediately, and
cause direct and actual damage to property or to the health or safety of the
general public, or diversion of law enforcement or other public health and
safety authorities from their duties. The public harm will be deemed
foreseeable if the licensee could expect with a significant degree of
certainty that public harm would occur. A crime is any act or omission that
makes the offender subject to criminal punishment by law. A catastrophe is
a disaster or imminent disaster involving violent or sudden event affecting

SBE Files to Extend 180 Day Clock (October 22, 2010)
The Society of Broadcast Engineers participated in a coalition of major broadcast industry groups that filed comments on October 21 with the FCC to EB Docket 04-296, petitioning for an extension to the 180-day clock to become compliant with the recently announced changes to the EAS. The filing requested a six month extension to the 180 day clock.
The SBE, NAB, MSTV, PBS, NPR, 46 state broadcaster associations and other major broadcast organizations were all co-signers to the filing.
The group stated that the extension is necessary so that:
a) equipment certification related to CAP can be accomplished
b) allow time for a rule-making to modify FCC Part 11 rules that incorporate the use of CAP
Without an extension, the 180 day clock is set to expire March 29, 2011. At that time, stations would need to have purchased and installed CAP-compliant equipment, capable of receiving CAP messages.

SBE Publishes FAQ on EAS (October 21, 2010)
On September 30, 2010, the Federal Emergency Management Agency (FEMA) announced the adoption of major changes to the Emergency Alert System (EAS), incorporating a new digital messaging format, the Common Alerting Protocol (CAP). Broadcasters will have 180 days from the date of the announcement to comply with the new requirements.
The announcement has prompted many questions from our members. The SBE has prepared a list of frequently asked questions (FAQ) and answers.
Attend the 2010 SBE National Meeting in Madison, Wisconsin (October 13, 2010)
The 2010 National Meeting of the Society of Broadcast Engineers will be held on October 26-27 at the Marriott Madison West Hotel, 1313 John Q Hammons Drive in Middleton, Wis. The event will be hosted by Chapter 24 of Madison. The National Meeting is being held in conjunction with the Wisconsin Broadcasters Clinic, held October 26-28, which is sponsored by the Wisconsin Broadcasters Association (WBA) and SBE Chapter 24.
The Clinic is one of the longest running broadcast engineering conferences in the United States. It includes technical papers and panel presentations over all three days and an equipment trade show on the first two days. Registration and more information may be made by going to the WBA website and clicking on “Broadcasters Clinic.” Chapter 24, the WBA and the SBE invite any and all the SBE members and others interested in broadcast technology to attend.
All activities will be held at the Marriott Hotel. To make reservations, call (888) 745-2032. Due to high demand, the Marriott Hotel rooms might be booked. Alternate lodging is available at the Holiday Inn & Suites. The Wisconsin Broadcasters Association has a limited block of rooms reserved for attendees. The SBE National Meeting begins on Tuesday, October 26 (all times CDT) with a meeting of the SBE Certification Committee from 2 to 4 pm. The regular fall meeting of the SBE national Board of Directors will be held beginning at 6 pm and will run until about 10 pm, SBE members are welcome to attend.
National Meeting activities continue on Wednesday, October 27, with the annual SBE Fellows Breakfast from 8 to 9 a.m., sponsored by Kathrein Inc., Scala Division. All the SBE Fellows are invited to attend and will be guests of the SBE. The SBE National officers and the Chapter 24 chairman and convention chairman are also invited. A special invitation will go to this group in late August. Reservations are required.
The Frequency Coordination Committee Meeting will be help from 9 to 10 a.m. Local Frequency Coordinators are welcome to attend.
The SBE Annual Membership Meeting will be held from 4 to 5 p.m., gold-level sponsored by Nautel, Inc. The meeting will include the induction of newly elected members of the Board and officers, the introduction of the SBE Membership Drive Grand Prize winner, John Ramsey of Hartford, Conn. and several brief reports and updates on national SBE activities. With the assistance of Chapter 24, the SBE Annual Membership Meeting will be streamed live via the Internet on the SBE website.
At 5 p.m., the SBE National Reception, sponsored by Harris Corporation, Broadcast Communications Division, will be held in the hotel’s beautiful atrium and will include cocktails, hor’s doerves and live music by the band "Sticks and Boines".
The reception will be followed at 6 p.m. by the SBE National Awards Dinner, sponsored by Vislink News & Entertainment and The Durst Organization, from 6 to 8:45 p.m. The dinner program will include special guest Dr. Barry Orton, Professor of Telecommunications, University of Wisconsin - Madison, who will be speaking on the broadband plan and its affect on broadcasting in the future.
The SBE Awards Dinner will also include the presentation of the SBE Broadcast Engineer of the Year Award to John Luff and the SBE Educator of the Year Award to Charles “Buc” Fitch, P.E., CPBE, AMD. Two members will be recognized with the highest membership rank awarded by the SBE, the SBE Fellow: Sterling Davis, Vice President of Engineering, Cox Media Group in Atlanta, Ga. and Robert Locke, CPBE, CBNT, Chief Engineer for KPTS-TV in Maize, Kan. Chapters and individual members will also be recognized during the dinner for best technical article, best chapter newsletter, website, regional conference, most certified chapter and chapters with the greatest percentage growth and highest average member attendance at chapter meetings.

ARCO Commercial Trips EAS Units (Updated September 10, 2010)
Members of the SBE EAS Committee and participants in the SBE's EAS Exchange have identified a radio commercial being aired for the oil company ARCO, a subsidiary of BP, which uses EAS header tones at the start of the commercial. The commercial starts with shortened EAS headers, then the spoken phrase, "The following alert is from ARCO [ad material]." The EAS headers are partial, but contain enough information to mimic the start of an EAS header, using the proper frequencies and data rate. When this commercial is played by a station that is being monitored it may cause some EAS equipment to un-mute and print a partial message.
While the internal monitor speaker is unmuted, the alert is not relayed by the EAS unit on the monitoring station.
Although the problem will only affects stations that both monitor a station that airs the ARCO commercial material and that have a particular type of EAS equipment, the SBE recommends stations check the affected commercial material. The existence of EAS header data in this material might be considered an FCC violation when aired.
FCC Reg. 11.45 states, “No person may transmit or cause to transmit the EAS codes or Attention Signal, or a recording or simulation thereof, in any circumstance other than in an actual National, State or Local Area emergency or authorized test of the EAS.
